Display Energy Certificates (DECs) provide a summary on the actual energy usage of Public Non-Domestic Buildings over a 12-month period. A valid DEC is a legal requirement for all Public Buildings that are over 250m2 in floor area that are frequently visited by the public.
Whats the difference between an EPC and a DEC?
An Energy Performance Certificate and Display Energy Certificate are two distinctly different certificates and are not to be confused.
An EPC is a certificate required during the construction, sale or let of a non-domestic building which is based on the predicted energy consumption of the premises.
A DEC is certificates that is required to be displayed in a prominent area but for Public Buildings over 250m2 in floor area that are and frequently visited by the public. Its rating is based on the actual energy consumption of the premises.
Whats involved in Producing a DEC?
Before attending site will require full scale drawings along with full Metered Energy Consumption for all fuels used at the premises to be emailed to us via info@egnienergysolutions.co.uk.
Upon receipt of this data, we will organise to attend the building to assess for the purposes of generating an Advisory Report. At this time, we will also need a relevant person on site (e.g. Facilities Manager or Caretaker) to answer some straightforward questions about the use and maintenance procedures of the building.
We then get to work at producing the certificate using Government recognised software before lodging on the Government Database to demonstrate your compliance with the regulations.
If we are updating your DEC after undertaking one previously and there have been no changes to the building since the previous assessment, it may be possible for us to update your DEC using energy data alone without the need to visit site.
How Often Do We Need a DEC?
For building of less that 1000m2 both the DEC & Advisory Report are both valid for 10 years.
For buildings of more than 1000m2, the DEC is valid for 1 year and the Advisory Report for 7.
What are Public Authority Buildings?
Buildings include:
Central & Local Government, Schools, Colleges & Universities, Hospitals, Health Centres, Libraries, Museums, Sports & Leisure Centres, Emergency Services, Social Services & other civic buildings.
What Happens if I don’t Display a DEC when I am supposed to?
The Penalty for failure to display a valid DEC is £500 and a further £1,000 for failing to possess and associated, valid Advisory Report. Trading Standards officers currently hold the enforcement powers and can act if a person reports that a DEC is not on display in a building eligible within the regulations.
